Swimming A Class Privilege?

Swimming A Class Privilege?

I was reading Tragedy at Red River: Race, Privilege, and Learning to Swim when I noticed something. Anyone else notice something odd about the following sentences?

Why are black people less likely to learn to swim than whites?  Dr. Caroline Heldman, at FemmePolitical, argues that learning to swim is a class privilege.  To learn to swim, it is helpful to have access to a swimming pool.

A swimming pool. No mention of lakes, river, or oceans.  I wonder what the data is regarding race and swimming in areas where there are public access to bodies of water. I would say here in MN, most people have fairly decent access to water, regardless of their class.
